After the President's statement, a launching of the SK Official Theme Song is slated by Suitcase 101, the National Champion of the Globe Kantabataan 2007. The annual SK Congress has the theme "SK Transform Leadership, Transpire Actions and Transcends Competence."
Objectives of the congress are to provide a venue for airing the SK issues and concerns; to interface with other members of the SK as an organization; to be informed of the existing policies, programs and projects of the government intended for the youth; and officially launch the different programs and projects of the SK National Federation.
At 2:00 p.m., the President will inaugurate the President Diosdado Macapagal Cultural and Sports Complex (PDMCSC) in the southern municipality of Argao, 66 kms. away from Cebu City. Named after the President's father, the President Diosdado Macapagal Cultural and Sports Complex has been proclaimed as the most beautiful sports and cultural center in the entire province of Cebu.
Sitting on a 3,215 sq. m. property, the sports and cultural center has a sitting capacity of 5,000 people and boasts of 20 commercial stalls and a 2,700 sq.m. parking area.
Argao municipal mayor Edsel Galeos and Cebu's 2nd Dist. Rep. Pablo Garcia will meet the President upon arrival at the PDMCSC and immediately thereafter unveil the project marker before proceeding inside for a short program.
Included in the program is a message from Presidential Management Staff (PMS) Sec. Cerge Remonde, who hails from Argao and is instrumental in the building of the PDMCSC, and a three-minute audio-visual presentation on the town's various programs and projects.
Highlights of the program will be the turn-over of the first tranche of the Presidential Social Fund (PSF) financial assistance of P5M for the construction of the academic building at the Cebu State College of Science and Technology (CSCST) as well as a presentation of a book entitled "Argao: 400 years in legend and history" and the launching of the Wi-Max, the town's information technology program.
The launching of the Wi-max makes Argao the first municipality in the entire country to implement full automation for all government transactions. The Argao Broadband Network (ABN) is in its initial stage and that 20 out of the town's 45 barangays will be enjoying free internet and voice communication through Voice Over Internet Protocol before the year ends. By first quarter of 2009, all 45 barangays will be electronically connected to the municipality as town folks can now make free calls to the US and Canada as well as enjoy free internet connection in any part of the municipality.
After the program, the President will proceed to the CSCST to lead the groundbreaking of the P9.1M, two-story eight-classroom academic building where P5M was given sourced from the PSF.
Prior to the event, Mrs. Arroyo will lead the inauguration of the Banilad Flyover along Gov. Cuenco Ave. and A.S. Fortuna St., Cebu City at 10:00 a.m. where she will initially unveil the project marker. A project briefing will be done by Cebu City North Rep. Raul del Mar after which an inaugural drive through will be done.
